The Pokhara Metropolitan City is soliciting national bids for the construction of an Emergency Operations Center, financed by the Asian Development Bank (ADB).

KEY QUALIFICATIONS
- Turnover: Minimum average annual construction turnover of NRs 468 million over the last 5 years.
- Financial Resources: NRs 72 million total (If bidding as a Joint Venture, one partner must meet 40%, and each additional partner must meet 25% of this total).
- Experience: At least one building construction contract worth a minimum of NRs 261 million completed between January 1, 2019, and the bid deadline.

1. The Government of Nepal (GoN) has received financing from the Asian Development Bank (ADB) toward the cost of the Urban Resilience and Livability Improvement Project (URLIP). Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Pokhara Metropolitan City, Pokhara Metropolitan City Office, Urban Resilience and Livability Improvement Project (URLIP), Project Implementation Unit (PIU), Gandaki, Kaski (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of EMERGENCY OPERATIONS CENTER (“the Works”).

3. Open competitive bidding – national advertisement will be conducted in accordance with ADB’s Single-Stage: Two-Envelope (1s2e) procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding (refer to Section 3 for the complete details):

- Minimum Average Annual Construction Turnover (as per section 3 of Bidding Document): NRs 468.00 million calculated as total certified payments received for contracts in progress or completed, within the last five (5) years divided by five (5).

- a) Financial Resources (as per section 3 of Bidding Document): Must demonstrate availability of Financial Resources (less its financial obligations for current contract commitments), meets or exceeds the total requirement for the subject contract, as detailed below:
* Sole Bidder: 100% share (NRs 72.00 million)
* Joint Venture: Combined financial resources must be NRs 72.00 million. One partner must meet/exceed 40% (NRs 28.8 million) and each partner must meet/exceed 25% (NRs 18.0 million).

- b) Contracts of Similar Size and Nature (as per section 3 of Bidding Document): NRs 261.00 million
* Participation as a contractor, Joint Venture partner, or Subcontractor, in the following contracts that have been satisfactorily completed between 1 January 2019 and bid submission deadline: Minimum One contract, each of minimum NRs 261.0 million (incl. of VAT).
* The similarity of the Bidder’s participation shall be based on: i) Construction of Building Works.

6.
